A summit on sustaining food security through budget increase organized by the Agric Budget Plus Cluster in the 3 states of intervention (Imo, Abia, and Ebonyi) for stakeholders working in the agric sector, provided room for expert discussions on critical issues presented in the political economy analysis study report regarding the impact of the current budgetary allocation to Agriculture and recommendations/actions for budgetary increase in the sector. In attendance was the Perm. Secs.  Ministry of Agric and Ministry of Budget, Clerks from Agric and Appropriation House of Assembly, SWOFON, AFAN secretary, Commodity Group representatives, ADP, NCWS, PWD, Media, FADAMA, CSOs, MDAs, and BMOs.

The Agric Budget plus Cluster (AB+C) is organizing a stakeholders summit in Imo, Abia and Ebonyi State, with the theme: Sustaining food security through budget increase. The objective of the summit is to

  • Discuss critical issues presented in the political economy analysis study report regarding the impact of the current budgetary allocation to Agriculture and recommendations/actions for budgetary increase in the sector to achieve sustainable food security and
  • To Critically review the current policy regarding Agric budget allocation with a view for unanimous agreement and commitment for upward review.

The summit schedule for the 3 states is as outlined below:

  • Ebonyi – April 20 2023
  • Imo – April 25, 2023
  • Abia – April 28, 2023,

The Agric Budget plus Cluster (AB+C) advocacy is a USAID/SCALE project implemented by Palladium.

The Cluster comprises five organizations partnering in advocacy across the South East to increase the budgetary allocation to agriculture in Imo, Abia and Ebonyi. These organizations include Community and Youth Development Initiatives (CYDI) Imo State, Neighbourhood Initiative for Women Advancement (NIWA) –Ebonyi State, Vicar Hope Foundation (VHF) Abia State, Computer-Aided Design (CAD) Consulting, an IT Specialist organization, and CARA Development Foundation which is the Anchor organization based in Imo State.

In light of the baseline assessment and the PEA report, it has become essential to make the budgeting process inclusive and participatory with more stakeholders contributing based on their needs and intended activities. Agricultural related needs and activities can be captured and presented as a budget proposal that will achieve a 5% increase in Agricultural budget in the state.

This workshop brings to light the fact that budgeting cannot be done right without inputs from the vulnerable group, because budgeting should be inclusive. Therefore, it becomes a necessity to ensure that the vulnerable are placed in positions were their voices can be heard, their inputs captured and their capacity built to enable them draft a budget proposal that captures their needs.

The one-day capacity training on Gender Responsive Participatory Budgeting in Agriculture organized by the Agric Budget Plus Cluster (AB+C) in Imo, Abia and Ebonyi State, was to engage critical stakeholders (CSO, BMOs, PWDs, MDAs AFAN, SWOFON and the Media), to gain an in-depth understating of budgeting process, participation procedure and gender responsiveness as related to budgeting in Agriculture.

The Agric Budget Plus Cluster is advocating for a 5% increase in the Agric Budget in Imo, Abia and Ebonyi State. In a bid to achieve success we are organizing a one-day capacity building in Imo, Abia and Ebonyi State, with the aim to educate and encourage gender responsive and participatory budgeting in Agriculture.

The Agric Budget plus Cluster in Imo State have started the advocacy process at the Stakeholder Ministries to achieve the increase of Agricultural budget to 5%.

CARA with her Cluster partners from CYDI, NCWS, PWD, CSOs and the Media, went for an advocacy visit to the Commissioner, Ministry of Agriculture, Chief Cosmas Maduba and also the Commissioner, Ministry of Budget, Economic Planning and Statistics, RT Hon. Dr C.C Osuala.

The objective of the visits are to;                   

  • To engage with the Ministry of Agriculture and Natural Resources, Ministry of Budget, Economic Planning and Statistics and propose the need to increase Agricultural Budget to 5%.
  • To request for partnership in the monitoring process of the Agricultural Budget.
  • To partner with them for access to information on Agricultural Budgeting.

The commissioners appreciated the interest of the team towards the progress of the Agricultural sector and promised to support from any angle where their influence is needed and to partner with the team to ensure the actualization of the project.

The advocacy visit garnered the attention of the Ministry of budget, economic planning and statistics with the Ministry of Agriculture and Natural Resources towards the Agricultural sector. This would make it easier to gain their support and backing for future advocacy visits and proposals to decision makers.
